Electronic notary system to be introduced

Social
computer-typing

The Government approved a package of bills on amendments to the Law on Notary Services and a number of other legal acts. The amendments are supposed to introduce one-stop-shop services, which will enable online operations through electronic processing of documents with notary-certified signatures, which in turn will rule out the possibility of falsification of hard copies of documents and will increase the security of transactions and ensure high quality of services. An electronic database of powers of attorney shall be set up under the bill, which will reduce the risk of counterfeiting. An electronic database will be available for inheritance instruments and bequests in a protected domain to provide for enhanced security in these transactions. At the same time, the processing of heritage-related documents will be considerably simplified and automated. The system should be combined with the civil registration database to ensure clear awareness of instruments of inheritance in case of a death. In addition, it is expected to handle issues related to the notary’s liability. Notary’s material liability shall be limited only to the compensation of intentional damage caused to citizens. The bill envisages responsibility for loss of property caused by negligence.
