Vigen Kocharyan: Declaration does not reflect Armenia's official stance (video)
The Declaration on the 100th anniversary of the Armenian Genocide does not contain radical ideas contradicting the international law, says Vigen Kocharyan, Head of the Chair of European and International Law at Yerevan State University. But with this document Armenia cannot post its demands to Turkey as the document only presents the approaches of the Armenian people. “It does not present the official position of the Republic of Armenia and we should understand that there is a difference between the opinion of the country and its people,” he said. The declaration can envisage certain legal obligations and responsibilities on the part of Turkey for perpetrating the Armenian Genocide. However, the international law expert says many in Armenia agree to the document presented on behalf of the entire nation. Mr Kocharyan considers the first president’s letter concerning the content of the declaration an interesting one and says it hints at the formation of an official document.
