“What structure can be trusted the compiling of the list of voters?” 100 Armenian citizens were asked the question. 30% of those surveyed found difficulty in answering . 21% hold the opinion that the local self-government bodies should deal with the issue. 20% suppose that the lists will be more precise if compiled by the members of the passport and visa department as «they would be aware of the exact number of population».

In the opinion of 29% of the respondents there should exist a list compiled by a structure different from municipal communities or passport department. «The house-manager, for example. There are four families residing in our building, others are absent and the house manager is the one to know about it», a woman said.

Armenia does not have a centralized election register. The Venice Committee notes that efforts should be exerted to form a national civic election register, which will be continually updated. The Committee also proposes to supply the voters with notice, which will say at what constituency they should vote.
