Support A1+!The acting Election Code lying on the working table of Chairman of the Central Election Committee (CEC) Garegin Azaryan has its peculiarities. In the black-and-white Code the items subject to changes are underlined with blue ink. There are remarks at almost all the pages of the Code. The CEC of course has no rights to submit any proposals on amendments to the National Assembly, therefore the Code can remain unchanged for a long time. Nevertheless Azaryan will still have an opportunity to submit his proposals to the legislative bodies not as the CEC Chairman but as a government member. Among the changes there are some, which deserve superior appreciation. For example the one regarding the lists of voters and applications-complaints. A list of voters titled “Registration Journal of the RA Voters” is to be compiled. If the registration bodies and the corresponding departments of the Defense Ministry succeed in establishing proper contacts the repetition of names, such as the registration of a soldier according to his residence when the he is serving in the army, will be impossible.
CEC head rules out that the army may be used for falsifying the real results of the elections. “No one has the right to deprive somebody from the franchise. Why do you think that the army is involved in the machinations. I am sure that a soldier is voting like any other citizen”, he says. The CEC Chairman adheres to the opinion that the election system including the issues regarding the secret voting should be comprehensible for the civilians and military. In his opinion if the soldier is sure that his vote is secret he will vote in accord with his wish.
The statements that buses convey soldiers from one polling station to another are not taken seriously by the Garegin Azaryan. “They are transported by buses because the military units are sometimes a long way from the constituencies. They enter the polling station like any other citizens, without the commander, who can force him to vote for one or another candidate.” Let us note that a proper campaign should also be carried out before the elections, what, according to the opposition, is presently unrealizable the army. “I am unaware how the election campaign is carried out in the army. The number of tasks connected with this issue is much greater than I would like to see. We should familiarize our citizens the viewpoint of every candidate”, Azaryan says. Denying the fact that the army assists in falsifying the elections, the CEC Chairman insists that the military should have the right do their civic duty.
