Today in Strasbourg, Walter Schwimmer, Secretary General of the 44-nation Council of Europe, in reply to a journalist's question prompted by the Declaration of the European Union Presidency on presidential elections in Nagorni Karabakh released on August 2, declared that "The " presidential election " scheduled to take place on 11 August 2002 in Nagorno-Karabakh is irrelevant to our paramount concern: reaching a political settlement of the Nagorno-Karabakh conflict".
