Conscripts cannot appeal medical examination results

The Helsinki Citizens' Assembly Vanadzor Office issued a statement expressing its concerns about conscripts with health problems.

On December 14, 2012, the parent of conscript G. Veranyan turned to the office with their problem. The office applied to Armenia's Ministry of Health, calling the Ministry's attention to the issue. The Ministry of Defense is still examining the written application. The conscript has been summoned to the Vanadzor military enlistment office for several days now. However, his parents disagree with the results of the medical examination.

G. Veranyan has had serious health problems since childhood. His health aggravates in the mornings when he wakes up from sleep. Veranyan has heart problems, which become acute in wintertime. He has fainted several times. The parents claim that their son cannot take medicine because of health problems.

G. Veranyan has been on deferment because his health problems and has not received medical treatment in the past six months. Nor has his health condition changed at the reporting period.

The Helsinki Citizens' Assembly Vanadzor Office has repeatedly said that conscripts and their parents are unable to appeal the results of medical examinations although the Office has warned continually that these conscripts mainly pass their military service at hospital or medical centers. Moreover, the unhealthy conscripts are not properly treated, which causes even more serious problems.

The Office demands that the Ministry of Defense ensure complex and unbiased medical re-examination of conscripts with health problems. Otherwise, the Ministry will shoulder full responsibility for their further health problems.
