Support A1+!“The faction is against non-regulated privatization which took place in the republic. The faction will not ratify the report about privatization in 2001-2003,” announced Viktor Dallakyan, secretary of the Justice bloc faction in the Parliament. He reminded that the Orinats Yerkir party and the Armenian Revolutionary Federation are not responsible for the reported period. He even reminded that «On December 3, 2003, at 10:15:52' a.m. they voted against the same report».
Viktor Dallakyan offered four variants to the above mentioned powers: to ratify the report and to bear responsibility for it, to reject it and to leave the coalition, to reject it and remain in the coalition, and to rejected and to start the process of expressing no-confidence to the Government. It is difficult to say which option they will choose, but Mher Shahgeldyan, representative of the Orinats Yerkir party said that they will vote against, as they are against the privatization of state property for miserable sums.
Head of the ARF faction Levon Mkrtchyan noted that the discussion would not be so emotional if the coming year weren't an electoral one. He did not clarify in his speech if the faction will vote for or against the program. He only said that several unfair deals could be annulled.
Gourgen Arsenyan, head of the United Labor Party faction, noted that as a result of the privatization process the budget has acquired five times less money than it would in case of legal privatization. He informed that they are against non-regulated privatization which ignores the principles of free economy and the main principle of privatization. Gourgen Arsenyan also informed that their party will vote against the report.
Galoust Sahakyan tried to justify the deals made in 2001-2003. He announced that the privatization program is being discussed in the Government session in which the coalition Ministers participate and which is ratified by the President of the country.
Later on the NA Speaker Arthur Baghdasaryan made a rough speech after which Gagik Minasyan, the head of the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs informed that at present the 2004 report is being discussed. That is to say, the deputies have been discussing something which according to Mr. Minasyan was not represented in the agenda.
The NA Speaker did not agree with this statement and read the headline of the draft. “The headline does not always coincide with the content,” Gagik Minasyan said. «As head of the Committee please take care that the headlines of the laws coincide with the contents», Arthur Baghdasaryan said.
As for the members of the Orinats Yerkir faction, they tried to find out what is to be voted for in order to decide whether they will vote for or against it.
