Support A1+!Director of Programs Implementation State Office Arthur Tunyan said in an interview with our correspondent a 4,4-million USD credit had been taken from World Bank for justice system improvement.
National Assembly Control Chamber presented Monday a report containing facts of abuses in various spheres, including justice. According to the report 3 million 800 thousand are already spent, however, only 9 court buildings are repaired so far.
Tunyan explained that saying there was no clear indication in the credit program of number of buildings that need repair. It was mentioned in it the necessity of creation of justice environment that would meet international standards.
“If court building is worn out how we can speak about justice reforms”, Tunyan said and added that it was initially decided to build court house in Gyumri, then three first-instance-court buildings in Yerevan’s different districts planed to be built.
Besides, 255,000 USD were allocated for Arabkir court house construction, but 847,300 were spent, he said.
In his words, calculations show new building construction would take less money than repair of dilapidated ones. The buildings’ prices were fixed yet in 1999, in one and a half year before signing credit contract.
Tunyan say the explanation was submitted to the Control Chamber yet in August of 2003.
