Tigran Torosyan tries to reduce PACE position introducing proper suggestions over the preliminary report.
In particular, he suggested to replace the phrasing on ceasing the commissions of the Armenian delegation in case of not fulfilling PACE demands till June: “To instruct ‘’It resolves to instruct the Monitoring Committee to send after a short period Reppoteurs to Armenia to present a report on the situation, particularly on the follow-up of the recommendations set out in sub-paragraph 9.i,ii,iii and iv, not later than the opening of the September 2004 part-session.’’
The next suggestion is more “modest”. It is just offered to alter the dates from June to September.
In his next suggestion Mr Tororsyan corrects his “lie” over Constitutional Court. He offers to substitute “CC has reconsidered” expression for “Later CC clarified its decision” wording.
He suggests to add “who had blocked Baghramyan Avenue” expression and to remove “mass” word from the sentence over the arrests. He also offers to move away “which were committed or allowed by police or security” wording from the sentence about the violence towards journalists. Torosyan suggests to replace “the elections fell short of the international standards” by “the election process on the whole didn’t correspond to…”.
