During his speech about implementation of CE commitments Jerji Jaskernia, Spokesman on Armenia stated that the situation in the country was tensed in the period of elections.

Some CE obligations haven’t been met. But according to Spokesman, some progress was fixed – death penalty abolition, convention ratification. ”All these were done after October 27. Do you imagine how difficult was it to do that?”, Jaskernia underlined.

At the speech Mr Jaskernia introduced all the laws, which had been approved in Armenia and stated that the issue on the constitutional reforms was still unsettled and the main reforms were postponed. He stressed that the elections in the country fell short of the international standards.

”We do hope that the Electoral Code will be improved and become up to the international standards, which will make the electoral process more transparent. All these must be carried out by the end of 2004”, he said.

The facts on arrests caused concern, too.

Karabakhi problem is still prior. Spokesman called upon both countries to take steps over the peaceful settlement of the conflict. He said that he couldn’t finish monitoring as numerous issues were unsolved, speech freedom and “A1+” problem in particular.

”It is necessary to solve them and we will continue monitoring”, he added.
