DID THE ARMENIANS SWINDLE THE VENICE COMMISSION?

”We don’t have concrete obligations over constitutional reforms towards Council of Europe. But there are laws for those obligations and a constitutional reform is necessary to use them”, Armenian Parliament Vice-Speaker Tigran Torosyan has announced today at the break of the meeting on the Constitutional reforms of Armenia.

During the meeting Venice Commission Secretary Giovanni Buqiqo said: ”Constitution is not a shirt to change it all the time. But if necessary, one must change it”.

He also said it would be wiser that the first bill on the Constitutional reforms, which didn’t win enough votes at last May’ referendum, were put to referendum in 2001 when Venice Commission signed those documents.

”President has great influence on Government at the aspect of the constitutional right. He may not to ratify Government decisions. PM can’t hold Government sittings without president’s permission”, Tigran Torosyan said.

Venice Commission representative Tuori voiced discontent with the clause in the new bill, which doesn’t wholly abolish death penalty.

”Constitutional reforms aren’t just conditioned by the obligations of Armenia. They proceed from the inner demands of the country”, Venice Commission representative added.
