DID UNO ACT ILLEGALLY IN ARMENIA?

”UNO has been acting without this document in Armenia till now”, Constitutional Court Chair Gagik Harutyunyan appeared with such a statement during discussion over correspondence of the obligations fixed in Convention on UNO Privileges and Inviolability to the Armenian Constitution.

Mr Harutyunyan explained that UNO Office of Armenia spread activity in the field of legislative contradictions. Then he asked Tatul Margaryan, Deputy Minister of Foreign Affairs and president’s formal representative, why Armenia had introduced the document to CC that day. ”We didn’t manage before”, Deputy Minister said.

CC member Zinavor Ghukasyan said that Armenia joined the document with some reservations. CC member Felix Tokhyan said that the reservation text was not represented to CC. ”We must consider how much reservations correspond to Constitution”, Tokhyan said.

The reservations regard the plank of the 18th article of Convention, saying: ”UNO officials who are the citizens of Armenia, are out of the national service”.

Correspondence of the obligations fixed in Agreement on the Status of Yerevan Office for International Institute of Democracy and Election Support signed between Armenian Government and IIDES to the Armenian Constitution was introduced to CC discussion.

Zinavor Ghukasyan informed that some planks of the agreement run counter to some clauses of Armenian Laws on Civil, Civil and Legal, Excise Tax etc. In the agreement Felix Tokhyan focused on the clause saying an IIDES employee is still inviolable after leaving office.

After the closed deliberation CC decided that Convention and Agreement correspond with the Armenian Constitution.
