BREAKING LAWS BEFORE THE EYES OF CEC

If numerous irregularities committed in the course of election campaign are taken into account, “Republican Party of Armenia”, ARF, “Ramkavar Party”, “Democratic and Liberal Union of Armenia”, “Land of Law”, “Powerful Homeland”, must be eliminated from the election struggle. Ruben Torosyan, Chairman of the Committee, Controlling Legality of Elections, told this today.

Being guided by the 18/7 and 18/8 planks of Electoral Code, Ramkavar, Democratic and Liberal Union, Republican Party, Land of Law, having spread mass bribe-character activity, Republican Party, ARF, Powerful Homeland, having broken the requirement of the 111/1 article of the same Code and having used administrative resources, must cease the election fight.

Breaking the Law, Ramkavar made a pre-election bloc with a foreign social organisation, “Union for Armenians in Russia”, which not only carries on propaganda but also distributes election bribe publicly . “And the matter has reached the point when Ara Abrahamyan and Gagik Abrahamyan announce on TV “If we even break a law, we do it for people”.

Yuri Lujkov conducts propaganda in the pre-election booklet of “Powerful Homeland”. Hovhanness Ohanyan, the representative of “Life Party” of Russia, who is as well a member of Russian and CIS observation mission, carried out propaganda for Democratic and Liberal Union of Armenia.

Visit of many high rankers and businessmen of Russia to Armenia on the threshold of the elections, pursues a political aim, committee assesses. “The same happened at the presidential elections. Klebanov visits Armenia before each elections”.

Bella Kocharyan’s speech dispelled all doubts as if their visit had another purpose. “During that period we felt support of Russia, cordial attitude by president Vladimir Putin and representatives of science, culture spheres. Thanks to Russia for assistance to Armenian statehood” .
But Law prohibits interference of foreign citizens in election processes of other countries.

TV Companies committed numerous election irregularities, which broadcast information, author’s, editorial, historical and document campaign programs without ad line. Too much propaganda is carried out in favour of ARF, Republican Party, Land of Law, Ramkavar Parties.

Ruben Torosyan announced election bribe was talked about long ago, but no fight against it is launched . The main “authors” of it are the parties, seconding Authorities.

The illegal election activity of “Baze” youth election campaign is a grave infringement. “We label it as a flagrant violence of Electoral Code, which is free of charge concert performing all over Armenia by Republican Party regulation and direct propaganda for it” .

Ruben Torosyan reminded that 15 million drams from reserve fund of Government have recently been allowed to “Baze” to arrange all-Armenian youth meeting.

ARF actively uses the education system, Republican Party - the sport world and health sphere. The fact that state officials partake in the election campaign by breaking laws has much been talked of. “Defence Minister, who is considered to be a serviceman, had no right to take part in the campaign without resigning his commissions, or PM was to go for holiday”.

With all the facts above the social Committee, Controlling Legality of the Elections, will appeal to CEC and Courts, demanding to call those guilty to account.
