NO DEATH PENALTY WILL BE EXECUTED IN ARMENIA

Alvares Khil-Rokhes, Commissar of CE’ Human Rights hopes in May, 2003, Armenia will have executed majority of its commitments to CE N 1 commitment which is not executed yet, is capital punishment abolition. Under the mutual arrangement, Armenia is to abolish death penalty in June, 2003 Foreign Affairs Minister Vartan Oskanyan appraises positively that fact CE made a concession and understood the issue to be political .
“I have talked to Kocharyan and it is obvious no capital punishment will be carried out in Armenia” ,- Rokhles says. He was explained to for abolition of capital punishment Armenia is first to pass the Criminal Law Code and it’s a technical matter and time is needed.

2 weeks ago Rokhles was in Baku, but he didn’t consider it right to speak about human rights of Azerbaijan in Yerevan.
