Hrant Khacahatryan can't become the president of Nagorno Karabagh . Only a citizen of Nagorno Karabagh can become a president of Nagorno Karabagh. The Law on Elections says only the person having resided in Nagorno Karabagh for the 10 recent years can aspire to the post of the president of Karabagh.

Today we asked: "Is it possible that the Central Election Commision of Karabagh should register Hrant Khachatryan, the head of the Union for "Constitutional Right" of Armenia, as a common candidate of the 13 Opposition parties?" . Sergey Davtyan, the Chair of Central Election Commission of Karabagh said: "Hrant Khachatryan is not a citizen of Nagorno Karabagh and haven't resided in Karabagh for the 10 recent years. So he can't be registered a candidate for the president's post" .

Sergey Davtyan said they follow laws solely and the law says only the citizen of Karabagh can become the president of Karabagh .

Let's remind that Robert Kocharyan, the citizen of Nagorno Karabagh, was the president of Nagorno Karabagh in 1996. In 1998 he produced a document on that he had been residing in Armenia for the 10 last years and was elected the president of Armenia.
