Hayk Babukhanyan, MP of the Republican Party of Armenia (RPA), was deeply troubled by a dance of a group of young men at Baghramyan Avenue at night, under high music heard from a car. This was a reason for the MP to submit a draft law "On Amending the Law on Administrative Offenses" to set a fine of tenfold the minimum wage. The government is against his this and other proposals. "I'll bring some statistical data, there were 149 cases in 2016, and 92 cases in 2017 of the same incidents. That is to say, in dynamics we do not have a danger and it is not an urgent issue," said Vardan Yeghiazaryan, Deputy Chief of the NA Standing Committee on Defense and Security. The Government was also against the MP's suggestion on drivers to be fined twenty-fold of the minimum wage for driving a single registration number in case of a double number. "And if the motorcycle loses its only license plate, shall we consider it as one or two numbers? Such casuses can happen," said Vardan Yeghiazaryan. Hayk Babukhanyan at the same time offers ten times more than tenfold to make 10,000 drams the amount of fine for throwing things and objects out of cars, especially emphasizing the circumstance of throwing cigarettes. "Both the current Code and the new Code on Administrative Offenses impose administrative liability not only for drivers but also for the passengers who throw objects or items out of means of transportation. In this sense, the definition of a penalty is not substantiated against drivers, " assured Vardan Yeghiazaryan.   "You drive by car, and see how others throw things out of cars. Our city and country are pity to be pullued," said Republican MP Hayk Babukhanyan. "A man goes in a taxi and throws something out of the window, what's the driver's fault?" said Republican Party MP Felix Tsolakyan. Vardan Yeghiazaryan stated that the Executive Body was against any legislative amendment as it would bring them to the administrative burden. The MPs voted against the proposal. The vote of Hayk Babukhanyan's draft was postponed for two months to be improved.
