“Nothing can influence the authorities’ desire to rig the elections”
The motivation of the authorities is to hold the power and they will carry out such reforms, which don’t hinder them from holding the power, thinks Chairman of Gyumri’s Asparez Club Levon Barseghyan. He thinks that nothing can influence the authorities desire to rig the elections, “If they want to rig elections, they rig them irrespective of the size of the Electoral Code or what the Venice Commission says.” Mr Barseghyan thinks, nevertheless, the authorities retreated to some extent. He means the discussions over new draft Electoral Code. Levon Barseghyan reminds: for 13 years the political opposition insisted on the necessity of publishing the signed voter lists, which was always refused. After the negotiations with the authorities the situation changed to some extent. After the voting it will be allowed to take a photo or copy the voter lists, having a chance to compare whether the particular number of people are really the voters of that polling station.
