Serzh Sargsyan convenes consultation
Serzh Sargsyan today convened a consultation on issues and reforms related to the judicial-legal system.
Among participants were President of the RA Constitutional Court Gagik Harutyunyan, RA Prosecutor General Aghvan Hovsepyan, Head of the National Security Service under the RA Government Gorik Hakobyan, RA Chief of Police Vladimir Gasparyan, President of the RA Cassation Court Arman Mkrtumyan, RA Minister of Justice Hrair Tovmasyan, RA Military Prosecutor Gevorg Kostanyan, President of the Criminal Chamber of the RA Cassation Court David Avetisyan and President of the RA Chamber of Advocates Ruben Sahakyan.
Sargsyan underlined that he had stated and continued to state that the process of reforms in the judicial-legal system would always be in his focus and that he would personally participate in al stages of implementation.
During the discussion, the participants of the consultation expressed their views, presented their comments and suggestions regarding the draft plan for judicial-legal reforms in Armenia. After making the adequate additions in the draft, the RA President ordered to confirm the plan of measures for judicial-legal reforms in 2012-2016.
Among the list of main goals, Serzh Sargsyan emphasized the issue of ensuring the full-fledged independence of the courts. During the consultation, it was also mentioned that the measures in the draft plan were mainly targeted against corruption and would create serious prerequisites for the fight against corruption.
According to the participants of the discussion, one of the peculiarities of the draft was that there were indicators that measure the work that has been completed and the efficiency of the projected measures. Importance was also attached to the establishment of procedures for holding efficient and transparent investigations into criminal, civil and administrative cases and replenishing the judicial-legal system with highly-qualified experts.
Among the items on the agenda was the report of the RA Chamber of Advocates on issues discussed in the advocates' open letter. The participants also discussed issues related to the current state of the draft RA Criminal Procedure Code, the draft law on the Justice Academy and the criminal policy on military crimes.
At the end, the head of state gave the representatives of the structures assignments regarding several issues.
