SERGE SARGSYAN TOOK PARTIAL RESPONSIBILITY

RA Defense Minister Serge Sargsyan represented the «National Security Strategy» in the Parliament.

The Committee processing the document was created on December 15, 2005. The document consisting of seven blocs is at present in the public discussion phase.

The document mentioned the types of relations of Armenia with the neighboring countries. In this connection it is of interest to mention that he document does not look upon Karabakh as a separate Republic and does not stipulate the quality and aim of the relations of Armenia with it. The oppositional deputies paid attention to this point and considered this inexcusable. The document says that the relations of Armenia with Azerbaijan are conditioned by the Karabakh conflict.

Asked by deputy Hmayak Hovhannisyan if t would be better to represent the relations with the NKR by a separate point, the Defense Minister answered, «No, I don't think it is convenient. The document is correct. It is done in order to be more flexible».

The relations with Georgia caused disagreement too. Hmayak Hovhannisyan did not like the wording «strategic relations». He said that Georgia has «strategic relations» with Azerbaijan; as for Armenia, the relations are merely «friendly». And Shavarsh Kocharyan demanded that the Javakhq problems be taken into account while clearing out the relations with Georgia.

According to deputy Viktor Dallakyan, the part of the document about inner threats «is the confession of the authorities». Those inner threats are corruption, poverty, mistrust for the authorities, immigration, etc, for which, according to Viktor Dallakyan, Serge Sargsyan is responsible.

«The inner threats enumerated in the document do not necessarily reflect the real situation. Of course, there are negative phenomena. I have been member of the RA Government for the last 13 years and of course I bear responsibility for them», mentioned Serge Sargsyan. He immediately corrected himself saying that he bears partial responsibility and added, «But I bear full responsibility for the security system of Armenia and for the Armenian army which enjoys the trust of the 82% of the people».
