AZERBAIJAN WAS LUCKIER
Support A1+!Armenian delegates to the PACE were following "not to do harm" principle. In the words of representative of the Armenian delegation to PACE Shavarsh Kocharyan, our delegation did it best to exclude anti-Armenian items from the resolution adopted.
Nevertheless Shavarsh Kocharyan does not share the opinion of delegation head Tigran Torosyan, who says that the PACE resolution is favorable for Armenia. “All the items of the resolution are admissible for Azerbaijan, however I cannot find any item favorable for us”, Shavarsh Kocharyan, who judges the resolution as a consequence of incorrect Armenian diplomacy, said.
The singularity of the resolution lies in the fact that for the first time the document of the kind records that the Nagorno Karabakh conflict is a conflict between Armenia and Azerbaijan and that Armenia has occupied Azeri territories. As a result Azerbaijan’s condition is more favorable at present.
By the way, some politicians hold the opinion that this resolution will weaken the influence of the OSCE Minsk Group in the Karabakh conflict settlement. "I do not think that it is meant to move the process to another field. They just supplement each other. The activities if the Minsk Group have not been public so far and no one knew the real stage of the process. Presently with the help of this document the Minsk Group activities will receive publicity as well'', Shavarsh Kocharyan noted.
Let us also note that Shavarsh Kocharyan does not share Torosyan's optimism that a new phase is starting for Armenia with the coming of the new CE rapporteur. In his words, the fact that the new appointed rapporteur will abide by the adopted resolution is unfavorable in itself.
