ATKINSON’S REPORT ALMOST REPEATED DAVIS’S ONE

On November 17 the sitting of PACE Political Committee took place in Paris. The report on Nagorno Karabakh conflict introduced by David Atkinson was on the agenda, too. Armenian Parliament Vice-Speaker Tigran Torosyan, who is as well the head of Armenian delegation in PACE partook in the sitting.

The report mainly repeats the one by ex reporter Terry Davis taking into account the changes made on September 14, under which a row of wordings unfavourable for Armenia was corrected. Torosyan had represented 5 changes over the preliminary resolution but only 2 of them were approved.

The wording saying it must be made more accurate in Justice Court if Armenia has broken the territorial integrity of Azerbaijan was extracted.

The next change regarded propagandizing the mutual hatred through Mass Media. It was suggested to edit the first sentence taking away the equalizing appraisal given to Mass Media of Armenia and Azerbaijan. Now the sentence is the following: “Assembly condemns any propaganda of hatred by Mass Media of Armenia and Azerbaijan”.

It was obvious that during the voting representatives of some states were instructed by their countries to vote in favour of Azerbaijanians, and in fact, it enabled the Azerbaijanians to hamper approval of 3 rest suggestions made by the representative of Armenia.

Tigran Torosyan has said that the preliminary resolution had been improved in comparison with the version produced to Commission but, unfortunately, not all the planks, over which Armenia had remarks and suggestions.
