“DAVIS’ REPORT IS OF NO LEGAL EFFECT”

”The former report of the ex-Rapporteur has today become a standpoint alone. It has no legal effect or continuation”, Tigran Torosyan, Armenian Parliament Vice-Speaker, who has partaken in the sitting of PACE Monitoring Commission in Paris on September 13-15, says.

The preliminary report of Terry Davis, PACE ex-Spokesman of Karabakh, was introduced at the sitting.

In fact, Mr. Torosyan wasn’t pleased with it and says: “It won’t be wise to publish the report in that kind since it may cause damage to the settlement process”.

New terms, like “ethnic purging” are in the report on NKR. The wording equally concerns both Armenia and Azerbaijan. The rights for territorial integrity and self-determination of nations are stated in the same report.

Mr. Torosyan is sure the following clause in the preliminary report is mostly unacceptable for Armenia. “Majority of Azerbaijani territories is still occupied by the Armenian side and the separatists keep controlling NKR territory”.

Armenian part considers as positive only one plank of the report, which “calls upon the Azerbaijani Authorities to establish communication with NKR political powers and to discuss the further status of NKR”.

Tigran Torosyan thinks that Council of Europe in NKR conflict must undertake the role of the one establishing trust between the parts. He doesn’t view right that CE is granted the same rights as OSCE Minsk Group.

He thinks both organizations will hamper each other. Besides, Minsk Group has been engaged in the issue for years and possesses the information and the situation much better.

”There is no need to make the report more significant than it is in fact”, Tigran Torosyan said on the report of Terry Davis.
