IS PACE INTERESTED IN POSTPONING REPORT ON NKR?

The spokesman on NKR was changed a few days ago. British parliamentarian David Atkinson will head the post instead of Terry Davis, the newly-elected Secretary General for PACE.

Mr. Atkinson has already announced that he doesn’t intend to put forward his candidacy for the parliamentary elections of Great Britain next year. It means that parliamentarian David Atkinson will have a right to engage in NKR issue by the end of 2004, in other words, PACE final report on Nagorno Karabakh must be ready within 4 months.

By the way, it took Terry Davis 2 years to prepare a preliminary report on Karabakh.

If the report is again unaccomplished by the end of 2004, the issue will be dragged out as PACE will have to nominate a new spokesman.

Another development is possible, too. David Atkinson may take the clauses of the preliminary report of Terry Davis as basis for his own report. As known, a part of them are not acceptable and favorable for the Armenian side.

Wish of David Atkinson to meet all the conflicting parts is known. But the terms for the visit to the region are not clear.
