STANDPOINTS OVER CONSTITUTIONAL AMENDMENTS

Today Parliament members and groups expressed their standpoints over the draft on Constitutional amendments.

MP Shavarsh Kocharyan introduced the point of view of “Peoples’ Voice” group. It wasn’t’ clear for Mr Kocharyan in the present draft how Parliament is given a chance to form Government if without consent of PM and Parliament the president can relieve Ministers of Defence and Foreign Affairs of their posts. He was also perplexed over the personal commission of the president to appoint posts in other state bodies.

According to MPs, the incumbent president has turned Ministries of Internal Affairs and National Security into services just because of that plank in order that Ministers might not be members of Government and he is able to nominate a head for Police or National Security Service whoever he wants.

Shavarsh Kocharyan says PM must either resign, or Parliament must express distrust to him under the new draft of the main Law of the country.

Myasnik Malkhasyan, Chair for “Armenia” parliamentary group considered the Constitutional amendments as ill-timed. He thinks favourable atmosphere is to be created among the public for those amendments.

Agri-producer Martin Hovhannissyan is pleased with the draft. “Problems of human rights are mainly solved in the draft discussed” , he says. He noticed “restriction of presidential commissions and not role reduction” in that draft.
