Valter Shvimer, the Secretary General of European Council separates the issue on abolition of capital punishment for Armenia . In the speech made in Yerevan State University he stated Europe declined capital punishment long ago as it solves no problem, doesn't even reduce the number of crimes. He encourages the Armenian Authorities to ratify the 13-rd protocol of the Convention on Human Rights and Basic Freedoms which says capital punishment is banned in general and when wars . Mr Shvimer hopes capital punishment to be abolished in Armenia at all.
