According to Valter Shvimer, the Secretary General of European Council, Armenia and Azerbaijan are alike Siemese twins who are doomed to live together . The main part of the report by him at Yerevan State University was on the regulation of Karabagh conflict. He addressed to those present: "If you suggest your neighbours / Azerbaijanians / relations in economic field without solving Karabagh problem, it will be normal if they refuse. You'd better solve the problem first" .

Shvimer said: "I hope Shushi to become the symbol of the solved conflict just as Strasburg in Europe" .
