Before approving the Armenian Law on "Legal Guarantees for memory Defence of victims' of Armenian Genocide executed by Turkey in 1915-1922 " it was nesessary to clear who are to be accused of Armenian Genocide execution, which articles they might be regarded guilty through, who is to demand for the damages indemnity and what's the volume of the damages caused", - thinks Edvard Hovhannisyan, the chairman of "Armenian Justice" Head Office social organization.

Mr. Hovhannisyan stressed the inaccurasy of dates in the bill - from 1915 to 1922. It is expedient to demand for the 1915 year' indemnity,- thinks the head. "If we add to it Kemal's period or refer to massacres by Abdul Hamid, it will become a struggle against the Turkish people and history but not a struggle against the Genocide results. So it is wrong to write the expression about "the Armenians' Genocide executed by Turkey" in the Law appellation."

As Edvard Hovhannisyan says,"the Legislative Power can't approve any law against Turkey, as the Genocide was executed by the Government of Young Turks and not by Turkey during its history".

In spite of the circumstance that the Law is to be accepted by all European Council' countries, they do or don't recognize the Armenian Genocide, proceeding from their national interests solely,- thinks Edvard Hovhannisyan."France and Europe don't want Turkey' membership to European Council, USA longs for Turkey participance in European Council and that's why doesn't recognize the Armenian Genocide".
