Primary debate during RPA's suggestions in discussion of EC (video)

Discussions on the Electoral Code (EC) were started in the National Assembly where three representatives from four parliamentary factions are present. This is the 2nd meeting of the group, but in terms of content discussion, it is the first one. The session is run by Republican Party of Armenia (RPA) representative and former Minister of Justice David Harutyunyan. The session will be in rotation order. Before the session began, the group decided to either to hold the session close or open. Finally, it was decided to hold an open session, allowing mass media representatives to shoot only a few minutes and watch the work in the corridor through a large screen. This caused dissatisfaction among media representatives. The session was interrupted with the break and the members of the working group moved to a larger hall for briefings. A proposal was made to include non-parliamentary forces and civil society representatives in the session. A 15-day deadline was provided for submitting and announcing their proposal. The primary debate occurred during the RPA's suggestions, when Davit Harutyunyan suggested introducing a new device to avoid holding elections twice. ARF had 10 suggestions: according to the head of the ARF faction Armen Rustamyan, first of all it is necessary to pass 100% proportional election system without rating lists.
