The first package of amendments to the Electoral Code refers to the electoral system. Daniel Iohannisyan, secretary of the Electoral Legislation Reform Commission under the RA Prime Minister, notes: "Mostly 2 proposals are being discussed, the first is the national rating list and the other is the proportional list. Taking into account the concerns of civil society, we support the usual closed proportional lists. " Daniel Iohannisyan attaches importance to mechanisms for preventing electoral frauds, excluding duplication of votes. "A citizen who goes to the polling station should not doubt that his/her vote will be passed, and no fraud will take place. This is important not only in the fact that elections are held without falsifications, but also for the level of public confidence in the elections." A citizen should not choose any of his party with a note, but simply take the party's ballot, this is one of the options discussed. "So we will get rid of pens, at least during the NA elections, which means that those red, green pens remain in history," Daniel Ioannisyan says. MP from the Tsarukyan faction Sergey Bagratyan claims that it is necessary to eliminate the rating system. "We are for 100%for the proportional representation and rule out the rating vote." Lusine Hovhannisyan, member of the ARF Dashnaktsutyun party, says: "We also offer to drop the rating, and we suggest organizing the elections with open lists. To observe the whole republic as one constituency and the voter, giving his vote, has the opportunity to express his preferences towards the person elected to the party list. " It should be noted that 4 factions of the National Assembly have expressed readiness to start discussions on the amendments to the Electoral Code, a working group has been formed in the format of three representatives of the political force representing each faction. The next discussion of the working group will take place on July 4.
