Constructions during the years of independence were absolutely anti-ecological, and the disaster risk has raised.  Karine Danielyan, Chairperson of the National Committee for Sustainable Human Development, announced during the Parliamentary Hearings on National Capacity Development in Disaster Risk Management: "North Avenue which was built by us, is not in the North, it is in the South, in seismically active zone; it can be dangerous in the case of the climate change. We had protested a lot, but did not succeed. There was a decision made by the government, that no building in North Avenue could be higher than the Opera House. But let us go and look at them now. Let me bring another example: there were only a few meters between a school and a high-rise building next to it in Yerevan. It seems that the buildings were built in order to collapse on the school." The environmentalist also spoke about the green areas of the capital, which cleaned Yerevan's air basin, protecting from the landslides. "There is no green area anymore. Everything is divided for building villas. I always tell such people that it's a pity that they start constructions in there." It was about "Monumental Forests." In Yerevan, disaster risks are also unmanageable, as most of the buildings are trapped. "I will bring the example of our building. It had two entrances. One is closed because of the house built there. The windows are closed, there are huge cabinets, and no one can use the entrance. There are barriers around the building; and neither fire car, nor ambulance can approach it. Problem arises here."
