Starting July 2013, one cannot buy tickets for public transport in Russia if he does not produce his passport. The decision was made by the Ministry of Transport of the Russian Federation.

Transport companies are to convey the information to law enforcement agencies.

The Ministry accounted its decision for security reasons, saying the new order will enable law enforcement officers to track the movement of any person and expose suspects.
