The Congress of Local and Regional Authorities of the Council of Europe will assess the level of local democracy in CoE 15 member countries in the coming next two years. Armenian is not included in the list.

The Congress drafted a report on local democracy in Armenia in 2003, but according to Congress Vice-President Emin Yeritsyan,the reports on some countries were adopted much earlier - in 2000 and 2002.

"Generally, reports are made on all member countries without an exception. A report on Belgium might, for example, contain more criticism than that on Armenia," says Mr. Yeritsyan who also heads the Armenian delegation to the CoE Congress of Local and Regional Authorities.

Emin Yeritsyan says the Congress is presently considering the possibility of making reports on local democracies more frequently - at least every four years. Besides, the rapportuer must regularly inform the Congress whether the country has fulfilled its commitments or not.

Regarding Armenia's commitment to the Congress report of 2003, the head of the Armenian delegation said the requirements are partially met.

"We would like the Congress to start a new dialogue on Armenia," said Emin Yeritsyan.

Elections for self-government bodies are due in 2013 in Armenia. The Congress usually makes a report on each election and the last report covered the election to Yerevan's Council of Elders on May 31, 2009.
