The Armenian National Congress (HAK) is working on a draft legislation allowing the mechanism of finger inking during elections. Under the draft document, each voter's finger should be marked with ink as a precaution against fraud. It will allow excluding multiple voting during elections. HAK MP Nikol Pashinyan says the consultations on the issue are still underway.
The Central Election Commission is going to suggest the National Assembly in the upcoming session to lift the legislative requirement to stamp voters' identification documents during elections which was first applied during the May 6 parliamentary elections and immediately caused discontent.
"Whether the National Assembly will approve HAK's proposal or not depends on Serzh Sargsyan," says Mr. Pashinyan.
"We have appeared in a situation where we must guess and avert all possible ways of election fraud. Life has shown that our authorities' imagination to rig elections is boundless," he said.
