Still 6-7 months ago no one could believe that serviceman Arkadi Mkrtchyan, who was wounded 10 years ago, will be able to speak, sit, and what’s more stand. Now he has difficulty in speaking, but he is sure that all the difficulties are in the past. Daniel Davtyan’s head wound, which he sustained 1 year ago on April 2 in the military post in Mataghis, is almost the same as Arkadi’s wound sustained 10 years ago, “When my hand starts functioning, I will leave for Karabakh, the same place, where I was wounded, I will continue what I have left unfinished.” According to research, now there are about 8000 servicemen with disabilities in Armenia. Haykuhi Minasyan, who has been supporting wounded servicemen for already two years, is sure that their number may have been reduced, if they received rehabilitation treatment in time. Yet parents of servicemen very often simply don’t know what to do, when their son is wounded during military service, “Everybody knows that disability category is given within 3 months, but there is a list of illnesses, for example, amputation, when the category is given within 3 days, but even many employees don’t know about it.” In case of being wounded during military service, a criminal case is instituted, which investigation sometimes can even last 1 year. Only after the end of the criminal case, the wounded servicemen can receive disability category.” With the support of former Minister of Health Armen Muradyan, it is planned to establish a rehabilitation center. But it isn’t a systemic solution, legislative changes are needed so that they [servicemen] do not wait for goodwill of non-governmental organizations.
