On March 15, members of a CIS election observation mission met with Tigran Mukuchyan, the Central Election Commission (CEC) of Armenia, to discuss their future steps and get acquainted with the provisions of the new Electoral Code. “You have made revolutionary changes in the Electoral Code. “They enhance the standards of democracy and guarantees of fair competition,” said Victor Guminsky, a deputy head of the CIS EOM. The CIS will deploy 100-150 observers throughout the country on April 2 (election day) and in the pre-election period. “We shall have 20 long-term observers. The rest will be short-term observers. Our mission is to work, inform and have qualified observers. We shall visit all 13 constituencies, but not all polling stations which amount to 2000,” Victor Guminsky said. The CIS EOM started its operation in Armenia yesterday and has not managed to study the course of the campaign. “At present, our monitoring is based on the information from the media. So far, we have not observed any violations of the Electoral Code,” he added. Victor Guminsky refused to comment on the recent incident in Jrarat village in Amavir province. “I have not heard about it,” he said.
