“The author of the law criminalizing illicit enrichment is the Armenian National Congress (HAK). From the very beginning, we announced that this is one of the best tools to stop looting in our country. Why? … because people see everything. Our high-ranking officials build palaces, drive luxury cars, buy summer houses and have property overseas but they have received low salaries all their lives, and that striking discrepancy should offer more basis for worry to our law enforcement agencies,” Levon Zurabyan, Head of the HAK parliamentary faction, said on December 14. He says the law criminalizing illicit enrichment should have a retroactive effect and the mechanism was to have been applied for all officials since 1991. “I declare on behalf of Levon Ter Petrosyan that he is ready to be the first to pass the inspection. Let them try and find mismatch between his income and property. Surely, they cannot find anything,” Zurabyan added. The opposition lawmaker announced that the HAK should announce that one of its top priorities is to find such a mechanism.
