The co-author of the application Artsvik Minasyan also thinks that hasty opinions mustn’t be given connected with the CC decision consisting of 80 pages, but he managed to make some observations: “As to the articles, which were immediately and drastically defined as unconstitutional, mainly those articles relate to the concept of social targeted payment and the peculiarities of its application.” Mane Tandilyan, member of “I am against” (Dem.am) initiative fighting against funded pensions system, will also wait for the assessments by the experts and then she will make a statement. At the same time she notes that all other state institutions starting from the CC must be responsible for their decisions and their consistent implementation, which didn’t happen after the previous decision of the CC. The lawmakers who applied to the CC and the members of the civil initiative assure that they will fight until the Pensions system is based on the voluntary component. For that purpose, according to the ARF lawmaker, after the CC their next step will be new legislative initiatives. By the way, today the private sector unlike the employees of the state institutions is free of mandatory social payment until 2017.
