The duty of the two Armenian states is to support the jailed Armenian businessman Levon Hayrapetyan, a deputy foreign minister of the Nagorno-Karabakh Republic said on July 28. Masis Mayilyan cannot say whether the arrest was political retribution or not.  Nor can he connect it with the Karabakh issue. “We should take measures to make the Russian court change Hayrapetyan’s preventive measure and release him. Hayrapetyan has made great investments in Karabakh and we cannot let such a man stay in custody. Levon Hayrapetyan, a native of Karabakh, was arrested in Moscow on July 15. On July 24, he was officially charged with embezzlement and illegal money laundering by a Russian investigative body. Hayrapetyan has pleaded not guilty. A Russian court has issued a three month pre-trial detention order for Hayrapetyan and has placed a freeze on his shares in Bashneft, a Russian oil company, that are worth some $8.5 million.
